You tell the story of who opened it (Republicans) and who closed it (Democrats) and support for this bill will go through the roof, no bullshit. Don't even use much else in the bill to promote it. Almost every older person in this country has either been affected by or knows someone whose been affected by the donut hole. If they find out you fixed it and it goes into effect this year they will flock to you and your candidate.
